Board members

David Brewer, Chairman

David Brewer is chairman of CPR Regeneration and has been a businessman in Cornwall throughout his life. He is chairman of Brewer & Bunney Limited, which he founded with David Bunney in 1972. Brewer & Bunney are the UK's largest distributor of commercial laundry machines for Electrolux Industrial Laundry Systems. He is the immediate past chairman of the Cornwall Chamber of Commerce & Industry, a member of the Cornwall Economic Forum and the Cornwall Business Partnership. David is a member of Cornwall College Council, Camborne and the past vice chairman of the Education Action Zone. He is also a director of Cornwall Care.

Nigel Tipple, Chief Executive

In joining CPR Regeneration, as it's new Chief Executive Officer, Nigel Tipple brings with him 15 years' experience gained in the delivery of major regeneration programmes in Yorkshire. Among his responsibilities were the development of public/private partnerships to deliver key industrial and commercial projects resulting in the creation of thousands of new jobs and the reclamation of extensive areas of derelict land. He was actively involved in the management and delivery of the Yorkshire Objective One programme. Earlier in his career he spent time within Leeds City Council where he was responsible for the development of leisure services, and at the Leeds Development Corporation where he focused on the management and delivery of land reclamation and highways infrastructure capital programmes.

This breadth and depth of implementation experience is underpinned by significant organisational and financial management experience. He holds an MBA and is a member of the Chartered Institute of Management. 

Ian Doble

Ian Doble is the Managing Director of Doble Quality Foods, Cornwall's leading independent wholesale distributor of frozen and chilled food. He was born in Redruth and educated at Redruth Grammar School before going on to Harper Adams Agricultural College. A member of the Cornwall Agricultural Council, he has a keen interest in the use and promotion of local produce. He has had a life long interest in renewable and other energy generation and is a Member of the Institute of Refrigeration. He is a trustee of Carn Brea Leisure Centre as well as serving in various capacities in several St. Agnes organisations.

Steve Hindley

Steve Hindley is a graduate civil engineer and now a fellow of both the Institution of Civil Engineers and the Chartered Institute of Building. He has extensive experience in the construction industry at both project and company management level. Following a 10 year period as managing director of a subsidiary to a large construction group, Steve led a management buy-in at Midas Group. As chairman, Steve has transformed Midas from a small regionally based contractor to a £200m turnover property services group operating throughout the UK and in all property sectors. Steve has recently completed two years as chairman of the CBI in the South West and as a member of the President's Committee. He serves on the boards of Construction Excellence, Business Link and the Construction Industry Research and Innovation Strategy Panel. He is involved with several charities.

John Latham

John Latham is the Chief Executive Officer & Principal of Cornwall College which encompasses seven major sites and both Duchy College and Falmouth Marine School. John began his career in the private sector as an underwriter in London and subsequently spent five years at the University of Manchester before moving to the University of Liverpool, culminating his career there as Chief Operating Officer. John sits on the Self Regulation Implementation Group, a national working group looking at self regulation in the further education sector. He is also a member of the joint sector skills development agency/association of colleges working group and contributes to the work of the association of colleges strategic review group.

Theo Leijser

After completing his MBA, Theo spent five and a half years working for the Strathclyde European Partnership, a regional partnership comprising local authorities, development agencies and higher/further education institutions. The company delivers socio-economic regeneration through the effective investment of European Structural Funds. Theo delivered the Regional Innovation Strategy for Western Scotland, a partnership programme to support business innovation, interregional cooperation and skills development.

In the late 1980s Theo spent a year with Medicins Sans Frontieres as a project director in Sudan, and then nine years as programe director for the Save the Children Fund, responsible for four African countries and relief coordinator for Ethiopia.

While Chief Executive of Forward Scotland (the leading independent sustainable development organisation in Scotland), Theo's work focused on supporting action for sustainable development through practical projects, research and the distribution of grant funding.

Theo is very much looking forward to using his past experience to the benefit of CPR Regeneration and helping to develop it into a strong leading URC.

Chris McMellon

Chris McMellon is an economics and law graduate and a qualified chartered company secretary. He was born in Manchester, and has worked extensively throughout the UK at Board level acting primarily as a group secretary and in-house legal counsel, specialising in coporate governance and legal risk management. These have included senior positions in the construction, paper, food, manufacturing, higher education and tin mining industries.

Chris has lived in Falmouth with his family since 1985 and has an interest in helping West Cornwall develop and meet the aspirations of all those who increasingly choose to live and work here.

Andrew Mitchell

Andrew Mitchell is economy portfolio holder for Cornwall County Council and member for St Ives. He has been a county councillor since 1993, a district councillor since 1998 and a town councillor since 1995. After achieving a political economy degree from Greenwich University, Andrew worked for public and private sector organisations before returning to Cornwall in 1995 where he continues his career in both sectors.

Colin Molton

Colin Molton is currently director of operations and development and deputy chief executive of the South West of England Regional Development Agency (RDA). A member of the executive team that advises the chief executive and board on strategy, and oversees major policy and management issues, Colin leads a team of over 120 professional staff responsible for the delivery of the South West RDA's substantial programme of urban and rural regeneration throughout the region, as well as advising on regional planning and transportation issues. He is also a board member for the Gloucester urban regeneration company, Gloucester Heritage. A chartered surveyor by profession, Colin has spent his entire career in economic development and regeneration, initially at Hampshire County Council, Bradford City Council and Leeds Development Corporation. In 1995 Colin joined English Partnerships - Midlands Region, becoming head of regeneration for the West Midlands, and helping to set up the RDA for the West Midlands, before moving to the South West RDA.

Carolyn Rule

Carolyn Rule is currently the portfolio holder for Economic Development and Community Regeneration at Kerrier District Council. She was previously chairman of the authority and the portfolio holder for housing. She has been a member of Mullion Parish Council for the last seventeen years, represented the Mullion ward at Kerrier District Council for nine years and has represented the St Keverne division at Cornwall County Council for three years. She is also a Justice of the Peace. Carolyn supports her husband in the running of their 'Cornish Kites' business in Mullion.

Alan Stanhope

Alan Stanhope has been chief executive and principal of Cornwall College since 1991, during which time the College has diversified and grown to become the largest of 420 colleges in England. He began his career with Hawker Siddeley Aviation after obtaining a PhD. He has worked in the Canadian electricity supply industry and as an engineering consultant in the oil industry. A qualified teacher, his more recent career has been in further and higher education in several diverse institutions. He brings a balance of technological, commercial and educational expertise. Alan Stanhope is the chair of the Cornwall and Isles of Scilly Learning and Skills Task Force and a non-executive director of the National Maritime Museum Cornwall and the Eden Project.

Sarah Trethowan

Sarah Trethowan owns and manages Camborne based regulatory affairs consultancy TRAC Services Ltd with her husband Jonathan, having launched the company in 2001. The company works with leading pharmaceutical companies from around the world, providing them with a range of specialist regulatory services.

Having moved to Redruth from Wolverhampton with her parents in 1985, Sarah left Cornwall in 1990 to attend university in London, returning in 2001 with her own family to launch TRAC.

Sarah is extremely committed to providing career opportunities in knowledge-based businesses in the County. As a result the company works closely with Unlocking Cornish Potential and has already employed six graduates through this scheme. She is passionate about improving the quality and types of jobs that are available in CPR Regeneration's area and ensuring that businesses receive the right type of support at the right time to help them develop.

David Warburton

David Warburton is English Partnerships' area director - Southern England, West, and is based in Bristol. He joined the national regeneration agency in November 2002 as the head of sustainable communities before taking up his current position where he leads the teams in Bristol, Exeter and Bracknell. He is responsible for the delivery of a wide range of sites across southern England, including Millbay in Plymouth, RAF Locking in Weston-super-Mare, the 'Heart of Slough', and works with three urban regeneration companies at Gloucester, Swindon and Camborne, Pool, Redruth. He is also a board director of the Gloucester URC, Gloucester Heritage. Prior to joining English Partnerships, David worked for the Prince's Foundation for five years as director of development and regeneration. He also spent seven years in various senior positions with Lovell, a specialist development company and worked for Cheshire County Council on economic development and strategic planning.

Andrew Wiles

Andrew Wiles is the housing corporation's director for the South West. He is responsible for all the corporations work in this region. Immediately prior to this he was responsible for the corporation's regulatory work in both the South West and South East. Andrew has twenty-seven years work experience in housing, including senior positions in both housing associations amd local authorities.
